Work orders

Turn a released make-method into a runnable work order: releasing FREEZES the recipe's operation DAG + materials into an immutable per-order baseline, and each operation whose dependencies are met dispatches as a work item on the universal queue. Completing an operation cascades the routing DAG; when every operation is done the work order completes.
